Yuan is a terrible option because of all the land you have to conquer before you can form it. Devs more or less blocked this option for WC as it takes at least 100 years to conquer a lot of shitty land because you need all the sub-cultures in the primary group and at least 2 wars with Ming to get the necessary cores. Yep. Switching to Mongolian should be the easiest and the descision should appear after that. You have to be of Altaic culture, own all Mongol, Khalkha and Oirat provinces and you have to either be the Celestial Emperor, or the Empire of China has to be destroyed and you have to have Empire rank. Also Manchu cannot form Yuan iirc. Yuan allows you to stay horde as well so razing provinces remains with you. To get rid of the mandate the best way is to disband all of your armies, break alliances, wait for someone to declare for the mandate, then build back up and 100% them. Then you can force them to take the mandate in the peace deal. It's pretty risky though, and super luck based. The requirement for forming Yuan then changes from being the EoC to simply being an empire which shouldn't be a problem. Timurids CAN form Yuan directly. However you must be emperor of China to form it, and you must be Eastern religion to become emperor. That last part is the trickiest, and the best way to make it work is to form Qing, who automatically become Confucian when formed.
